Mission/Purpose

The mission of the Bachelor of Applied Science (B.A.S.) in Public Safety Management degree is to educate, train, and develop students to manage and lead in public safety agencies. The program represents a balance between theory and practice to prepare students for employment and promotional opportunities. The curriculum emphasizes the development of administrative, management, communication, and critical thinking skills with an applied focus in criminal justice, homeland security, emergency management, fire science, and other public and private sector fields.  

All upper-division applicants to the Bachelor program are required to declare B.A.S. Public Safety Management as their major. Students must have earned an Associate in Science or Associate in Arts. 

Program Requirements

To meet the minimum requirements for consideration for acceptance to the B.A.S. in Public Safety Management program, applicants must:

  1. Must have earned an Associate in Science (A.S.), Associate in Arts (A.A.) or higher degree from a regionally accredited college or university and completed a minimum of 60 transferable college credit hours with a GPA of 2.0 or above.
  2. Complete ENC 1102 or LIT 2000 with a “C” or better.
  3. Complete 21 hours of professional core requirements:
    • STA 2023,
    • POS 2041 or POS 2112,
    • CCJ 1020,
    • CGS 1060 or CGS 1100, 
    • CCJ 2053,
    • CJE 2304, CJE 1300, EMS 2311, FFP 1730 or MAN 2021, and
    • CJL 2130, CJL 2062, BUL 2131 or PLA 2880.
      Students may be provisionally admitted and complete courses within two semesters. These hours may be part of the A.S. or A.A. degree.
  4. Submit a bachelor’s membership application by the  
  5. Submit a letter of recommendation from a current employer or, if not currently employed, a letter or recommendation from a previous employer (within the last five years). Letter of recommendation must be on employer’s letterhead and must be signed. If a letter of recommnedation from an employer is unavailable, a professor from within the public safety professions is an acceptable substitute. The purpose of the letter is to clarify that the B.A.S. in Public Safety Management will enhance the student’s career and/or assist the student in career placement.
  6. Submit a one-page essay responding to the following: Please describe how the B.A.S. in Public Safety Management will enhance your career. The purpose of the essay is to ensure the student has an understanding of Public Safety careers, assist the student with academic and career advising, and placement of the student in the appropriate B.A.S. track for electives.
  7. Satisfy the bachelor degree general admissions requirements .

These hours may be from the A.A. or A.S. degree. Recommended areas of electives are criminal justice, fire science, paralegal, homeland security, emergency medical services, or other public safety academic areas.

Foreign Language Requirement


Bachelors degree-seeking students must meet a foreign language requirement prior to graduation. Students may fulfill the requirement by completing eight semester hours of the same foreign language or sign language. Alternative options that will be considered include the following:

  1. Successful completion of two sequential high school credits in one foreign language as listed in statute 1007.262 and DOE Board Rule 6A.10.02412. The student is responsible to send official high school transcripts to the Registrar’s office for evaluation.
  2. Submitting an English translated high school course-by-course transcript from a country of origin, exits test scores or certificates not acceptable. Students must have an English translation performed, at students’ expense, by a member of the National Association of Credential Evaluation Services (NACES). Examples of acceptable services are Josef Silny & Associates and World Education Services.
  3. Also, appropriate College Level Examination Program (CLEP) level one and two scores in French, German, and Spanish will be accepted.

Courses are offered in Chinese (CHI 1120  and CHI 1121 ), French (FRE 1120  and FRE 1121 ), Spanish (SPN 1120  and SPN 1121 ), and German (GER 1120  and GER 1121 ) that fulfill this eight semester hours requirement. Students may use American Sign Language I and II (ASL 1140  and ASL 1150 ) to satisfy foreign language requirements.

Writing and Mathematical Skills Requirement


The Florida State Board of Education Rule regarding the required writing and mathematical skills was revised in December 2005. 6A-10.030 specifies the policies and procedures for implementing the requirement (Table 5).

Graduation Requirements


To receive a bachelor’s degree, students must:

  1. Fulfill the requirements for the chosen major;
  2. Earn a minimum of 120 semester hours with at least a “C” average (2.0 GPA) for an all college cumulative grade point average that includes Florida State College and transferred credits (excluding prep) in lower and upper division courses;
  3. Earn a minimum of 25 percent of all credits counting toward the baccalaureate degree from Florida State College (note: this means a minimum of 30 credits for a 120 credit bachelor’s degree).
  4. Earn a minimum of 15 credits at the 3000 and/or 4000 level from Florida State College.
  5. Apply no more than 45 semester hours in any combination of extension, correspondence, CLEP, University Credit by Examination and Armed Forces credits toward an undergraduate degree;
  6. Fulfill the Bachelor Degree General Education Requirements ;
  7. Fulfill the Foreign Language requirement. Students may fulfill the requirement by completing eight semester hours of the same foreign language or sign language. Alternative options that will be considered include the following:

  8. Students must have fulfilled all financial obligations to the College before they may graduate.

Note: Students are cautioned to pay particular attention to the following statements.

  1. Graduation dates will be the date at the end of the college term in which students complete all requirements for the degree or certificate for which they are an applicant. (The removal of an incomplete grade does not affect students’ graduation date, since the grade change is effective as of the end of the term in which the incomplete grade was assigned rather than the term in which the incomplete work was made up.).
  2. If students expect to complete the coursework under the terms of the catalog in effect during the term of their first registration, they must graduate within seven years or they will automatically be reassigned to the catalog in effect during their seventh year. Accordingly, students who enter under this catalog (2011/2012) must graduate by the end of the Summer Term 2018, or they will automatically be reassigned to the 2017/2018 catalog requirements. Changes to requirements as mandated by law or by rule of the District Board of Trustees may supersede this provision.
  3. Many courses in this catalog have prerequisite requirements and/or prerequisite courses listed in the course descriptions. Students are advised to be guided by these requirements.
